These individuals have the credentials ( business experience, formal & extensive academic backgrounds, maturity, and desire ) to serve. In addition, they generally do not require the benefits nor salaries required by younger applicants as they have retirement benefits and income. It would appear to be a " win-win " situation for all parties, yet to qualify for the lateral transfer program it is confusing, cumbersone, and frustrating.
